    More than 26,184 Tamils feared disappeared/unaccounted for during Sri Lankan Army’s 04 Day (20th to 24th April
    2009) Military Operation in Vanni

    Based on publicly available statistics of ethnic minority Tamil civilians who have come out of so-called safe zone in Vanni and a leaked UN OCHA Sri Lanka estimate on Vanni Tamil Civilians in Transit at “Omanthai and Out of No Fire Zone area”, War Without Witness fears that more than 26,184 Tamils have disappeared or have not been accounted for during the Sri Lankan Army’s 04 Day Military Operation in Vanni from 20th to 24th April 2009.

    Sri Lankan Army currently operates publicly declared Detention Camps in 45 locations ( Annex 02 – UN is currently
    working with and funding detention camps in violation of international humanitarian law) and more than 10 classified screening or interrogation camps manned by Sri Lankan Military Intelligence in Vanni, for which none of the UN agencies or ICRC have access to.

    On 8th April 2009, ‘United Nations Office for the Coordination of Humanitarian Affairs, Sri Lanka’ accounted for a
    minimum of 62,136 Vanni Tamil Civilians.


    On 24th April 2009, Sri Lankan Ministry of Defence announced a minimum of 106,030 Vanni Tamil Civilians
    being ‘rescued’ in its 4 Day Military Operation ( 20th April – 24th April Inclusive )


    As at 24th April 2009, Vanni Tamil Civilians to be accounted by “United Nations Office for the Coordination of
    Humanitarian Affairs, Sri Lanka” should be a minimum of 168,166.


    As at 24th April 2009, ‘United Nations Office for the Coordination of Humanitarian Affairs, Sri Lanka’ could only
    publiclly account for 109,482 plus an internal UNHCR estimate of 32,500 in Transit (Omanthai and Out of No Fire
    Zone area) and this equates to a minimum of 141,982 Vanni Tamil Civilians ( Annex 03 ).


    Based on the above and Eye Witness account from escapees from ‘more than 10 classified screening or
    interrogation camps manned by Sri Lankan Military Intelligence in Vanni’, War Without Witness fears for the lives
    of more than 26,184 Vanni Tamil Civilians.


    This is a very minimal estimate and “War Without Witness” urges UN , ICRC, Human Rights Organisations &
    silent partners of Sri Lankan Government’s war on Tamils to urgently act and stop the Genocide.


    “War Without Witness” is currently documenting the Human Rights abuses unleashed in those ‘classified
    screening or interrogation camps manned by Sri Lankan Military Intelligence in Vanni’ including torture, rape &
    sexual abuses and will expose them at the earliest.
